I'll bet RCI is using that open space in their gross tonnage calculations too. Many people think that when they say a ship is XXX tons it is a measure of weight, when it is actually a measure of the volume of the ship's enclosed spaces. Taken liberally, the promenade can be considered "enclosed" by the surrounding cabins and other spaces.
