I had a meeting today with both a Carnival and Holland America rep. This will be on all Carnival Corporation brands. Yes, it will apply even if the cruise is already paid in full.
I remember they did this back in 2001 when fuel went up so much. Gas in my area (Nashville) has gone up at least 30 cents just in the last two weeks.
