Thanks for the reply Sandy.

It looks like our TA sent them to their Royal Caribbean rep and it was them that lost the vouchers. Our TA never kept a copy and Royal Caribbean wont budge on the issue. As far as they are concerned there never was any offers of vouchers made with onboard bookings.
