It also states the person under 21 must be accompanied by a parent or legal guardian. That statement can get tricky. I went round and round with another cruise line on the definition of legal guardian. I had a 19 year old where the group leader (35 years old) signed for responsibility. That's where it got tricky. The cruise line tried saying it had to be a court appointed guardian. Everything worked out. But we went round and round for a day or so and this was just before they were to sail! Bottom line, just make sure you are totally clear on the rules and that you have any necessary paperwork all in order.
