Tom: it is totally possible. I asked a friend who is a merchant seaman about it once (he was a master of a container ship in the past). I asked him how it is possible for the Coast Guard, or the equivalent in other countries, to board a ship. He said that when they pull alongside, guns drawn, you obey. Doesn't seem possible but I guess it is true!
