When you book a guaranteed room in a specific category, they can't place you in "any room" lower than that category. IE; If on Carnival you booked a guaranteed 4b, which is main deck, they couldn't place you in a 4a Riviera deck. They could move you down a deck though, into a 6a. Although you went down a deck from your original guaranteed 4B, it is an upgrade because 6a is a higher category outside instead of 4b inside.
