I agree that a passport is the way to go; however, this gentleman is 60 something years old and has a felony on his record from way back in his younger days, and a convicted felon cannot get a passport.

Anyway, he got the clerk to notarize the amendment to his birth certificate and all went well, as he was allowed to board the ship.
