David, I'd consider how long your port call is in each place. If you are really into fishing, you may want an all-day tour, in which case pick a port that you stop for at least 9 hours. If you have only shorter port calls, pick a 1/2 day fishing excursion.
Ketchikan and Juneau are your best fishing options - probably Juneau has an edge. Have fun!
