Look at the
Hesperia Metropol for a reasonably priced place that is more about location than high end hotel. However, I would not dismiss the pre-cruise hotel packages offered by Carnival since they can also cover your transfers. It looks like they have some nice hotels for
their options. Pretty much all the hotels near the port or in the city have staff that speaks English.
