The cruise lines set certain dates before a cruise sailing that they expect a ship to meet a certain fill rate. If the ship hasn't met that fill rate then they will offer specials to help fill the ship. Late August, September, and October are tradionally lower rates and you should be able to still find some good rates. There have been a lot of one day sales recently which probably has helped fill the ships. Everything is based on availability at time of booking.
