There are several beach resorts that do charge an entrance fee.
HOWEVER, there are several who do not that are excellent.
All the beach resorts will be $12-15 for a taxi one way (for up to 4 people). And don't worry about getting a taxi back...there are more taxis than sand in Cozumel.
The free beach resort we go to is Paradise Beach. They do not charge for their lounge chairs, tables, umbrellas, CLEAN restrooms, changing rooms or Internet at the bar.
All they ask is that you eat/drink while you are there...which is fair.
They do offer an OPTIONAL (and it is strictly up to you if you want it) wristband for $10 IF you want to play on their water and land toys all day. Our 2 boys always get that...hubby and I do not.
The Wristband allows you to play on their 2 water trampolines, iceberg, kayaks, snorkeling and floats (individual AND multi person) and the land bungie trampoline. You can even climb a coconut tree!
We have been going there several times a year since it opened. Tom is the manager (he is from Canada) and he and his staff do an excellent job. Food and drinks are all safe and GOOD!!
Just walk up...pick out a spot and make yourself at home.
The menus are not only in English, but the rates are published in American dollars.
You just run a tab and you can pay cash OR Visa/Mastercard (sorry, no American Express)
Cozumel is a fun and VERY tourist friendly port.
You will have a great time!!
