You're right jack2007, but it's a very small minority of locals taking this approach. There are so many more that made their money honestly. Well, ok, they over charge for lots of things and most of it is junk, but they're not holding a gun to your head. When we were there last July, I believe our tour guide said the unemployment rate was around 30%. They could put lots of their people to work keeping the island as clean as it once was, but their government has no money either. Globally, people need to be put back to work. I pray this will turn around and soon, but it's no reason to start holding machine guns to people's heads to rob them.
