There are several ruins to see from Progreso, but some of them take a long bus ride to get there. We were in Progreso in early May and went to the Dzibilchaltun ruins, which are small, but still very interesting. The bus ride was only about 30 minutes(in A/C bus) and we were at the ruins for at least 3 hours. Our tour guide was very informed of Mayan decent, and then we had at least an hour of "free" time to explore on our own. It was worth the money - we went on the Carnival tour. Some other cruisers said they could go with a mainland tour company for less money, but with no guarantees to be back to the ship like you get with the ship tour, so be careful and weigh the cost vs. the satisfaction. Also, the mainland tour company will probably be a shorter tour. You can decide, but enjoy your tour if you take one. Cozumel is a great beach day and shopping day. Have Fun!
