Cozumel is my favorite port. My favorite thing there is Discovery Cove and swimming with the Dolphins (book directly and spring for the Royal Swim. You will not be sorry. Far superior to the offering from the ship). Cozumel on a budget: Catch a cab and go to the beach!!

Roatan has the best snorkeling ANYWHERE!! Don't miss it.
No trip to Cozumel is complete without a visit to PANCHO'S BACKYARD...the best food in all of Mexico!! Great atmosphere, GREAT Margaritas, and wonderful food! Reasonable priced! And if you have the finances to do it, swimming with the dolphins is a once in a lifetime experience. Cozumel is great whatever you decide to do!
Progresso, on the other hand, is kind of a waste in my opinion. You can't swim because the water is dirty, there isn't much to see, Merida is ok but not great. The ruins are always nice to see I guess.
Go to Chichen Itza when in Progresso...one of the acient wonders and beats anything else hands down. Nice tour guides, air conditioned bus, well worth the money.
The younger portion of our group last Feb (25-30) did the all inclusive beach resort trip. They said food was good, drinks great... they just laid out on beach - got burned - but they enjoyed that. I wouldn't recommend the rodeo and city tour ... rodeo was interesting, food was awful, city tour was to a "shopping" mall where no one would bargain. We were in Roatan in December and arranged a private tour. We had personal guide for entire day and she took us wherever we wanted - we saw the iguana farm it was interesting...she also took us to some out of way place to shop for something sis-in-law wanted. Whole day was $100 for all 4 of us plus we tipped her another 40 ... it was good day for us relaxing and enjoyable.
if you like to shop for jewelry, cozumel is great, especially for high end pieces. have been several times and have gotten great deals. you need to go to places that are reputable and dont be afraid to bargain. the people are great in cozumel.
I vote for Chichen Itza too.....it's a 2 hour bus ride to get there, but worth it....It's one of the New 7 Wonders of the Modern World....don't miss it.....Happy Cruising...
