The seas can be rough any time of the year if a low pressure system is moving through. The seas in August are usually quite decent, but you are in the middle of hurricane season.

I might add that the hurricane isn't the major concern because your captain will move around it but the seas can be rough as a result of the system that causes a hurricane.
