tough question ...... the first thing you need to know is at which terminal you are landing. As i recall there are two; Crown Bay and Havensight. If you dock at Crown Bay (the only one I've been to), you most likely are not walking anywhere. It is a couple of miles from downtown and you have to walk through an industrial area to get there. The cable car terminal is even farther beyond downtown.
That said, don't be discouraged, there is plenty of public transportation ranging from open air mini-buses to private cabs. I don't remember the fares, so it must have seemed completely resonable at the time. Both drivers were very accomodating and friendly; and our kids got a kick out of driving on the "wrong side of the road" (remember that as you are stepping off curbs!). Have a great time.
