What do you mean by walking through the resorts and Paradise Island? Is there away to get into the hotels? Is there a charge for this?

There is a charge to visit the Atlantis.

You can catch a cab to Paradise Island, if you just want to go through the shops and the casino in the Atlantis, there is no charge. There are quite a few casinos/resorts on Paradise Island and they are relatively close to each other. Best wishes!
