Who has done it and are there outside companies that provide tours from the pier?

This is a really interesting phenomenon way down on the southwest corner of the island. It is a 4 to 6 hour drive from San Juan.

If you go there, there are local companies who take tours. Some are glass bottom boats and others just hoist a pail of water into the boat and stir it.

These bioluminescent creatures/organisims glow when agitated. It has been several years since I was there so you might want to check out what is available. When I lived there it was mostly visited by locals and very few tourists would make the trip down there for that.

I heard something about a story of some astronaut who was guided by this occurence. They are really interesting!

thanks chef- 6 hours = that's confusing because carnival offers a 5.5 hour excursion including kayaking through the jungle. The problem is, we have a seven year old and their minimum age is 8.

After looking at your link I see that this bay they are talking about is in Fajardo which as they say is a short drive from San Juan. They must have discovered another bay with this feature since I lived there. It sounds like a lot of fun with the Kayaking. Too bad it won't work out with your child.

There aren't many offered - because we arrive at 5 pm and leave the next day at noon. So i guess we will just explore the old town on foot and keep the bay until next time.
