If you book thru Carnival and the port is canceled do you get a refund on the shore excursion?

Yes. This has happened to us a few times on other lines. You will either get a refund or a shipboard credit (up to them) if the shore excursion is booked through the cruise line.

I just thought of something else to add to my response, above. You will also be reimbursed (somehow) if the excursion is cancelled by the tour operator, even if you still make it to the port. This happened to us last year. We were given priority for making alternate arrangements.

As others have said--another reason to book excursions through the ship.
