My wife did "convince" me to go to Conquest's topless deck once. Kind of funny actually, just a bunch of guys in sunglasses waiting for boobs to arrive. The staff will also escort anyone out of the area with a camera, the sign says no minors - no cameras (not verbatim, but close enough). Also the topless area isn't somewhere you can "accidentally" get. Strictly for research purposes, it's one level up from the walking/running track.
Dave is right, for "eye candy" the normal sunbathers sometimes actually have less material coverage. Sunglasses didn't keep me from being slugged by the wife...
I think they should be more concerned with their kids running wild and unsafe and annoying other passengers than if the un-supervised child catches a glimpse of a t*t.
pjjke05, I agree with Dave that sometimes the ones who are "clothed" in bathing suits (thongs) show more than the ones going topless (and on men as well as women). . . and they are permitted on regular decks on all ships, including RCCL. Heck! You can go to family waterparks or beaches anywhere in the US and see the thongs and string tops. At least Carnival has a private area for topless bathing. I just wish they would have an adult-only pool like RCCL.
And, I also most highly agree with IslandCruz's comments about unsupervised kids. This has hit a nerve with me for two reasons. First, we made the mistake once of going on a Carnival cruise the week after high school and college graduations, and I couldn't believe the number of loud, obnoxious, and unsupervised kids on the ship. The ship's staff and other passengers should not have to watch someone else's children.
I don't want to go off on a tangent about the second reason (non-cruise specific) since this board is about cruising.
So, I think that if you keep an eye on your kids and set limits with them, you'll be fine.
And a word of caution: I don't know where you're cruising, but if you are going to St. Maarten/St. Martin, be aware that one of the most beautiful beaches on the French side is clothing-optional. From what I understand, most of the people are clothed, but there are some who are not. . . . .

Really, Chuck? I believe you. . .. I had heard only of Orient Beach. I do realize, though, that other nationalities are a bit more open about nudity than we Americans tend to be. I was actually surprised last year that we didn't hear about more clothing-optional beaches in the southern Caribbean.
i been one 2 carnival cruises ,,with wife i heard they had them ,but i didnt even see where it was, so it must be hidden pretty good.*dam* i'll look for to next time ,,i can lounge with my rod out.? if ,**** is out?
Gary. it is to accomadate passengers from other cultures in which sunbathing "topless" is a normal thing. I don't reccomend you lounging with your "rod" out. I would see no problem if you wanted to protest for equal treatment by being topless as well. But of course that is already acceptable on all sun decks.

so the nude decks are for women only than , im 41 years of age. and they cant take the bottoms off ? my sister called it a nude deck.
