I would believe that to be the case.
My husband and I managed to book a cruise (on the Holiday, as a matter of fact) during college spring break week, by sheer accident. It simply didn't occur to us that it might be that week. It was a 4-day (Mon. to Fri.) cruise out of Los Angeles some years back, and we were surprised at the number of college-age passengers.
Well, no problem, we thought -- we have two young adults of our own and tend to like them!
However (you knew there had to be a 'however' didn't you?), it turned out to be the worst cruise we've ever experienced. The drunkeness, and the accompanying obnoxious behavior, was at least 100 times more prevalent than any cruise we've been on before or since.
Anyway, to your point. The bearing of breasts did not isolate itself to the topless deck on that cruise. Hubby and I like to dance, so we frequented the dance club on the ship in the evenings. More than once we would be dancing and a girl next to us in a halter-top dress would be dancing with some guy and simply reach up and untie the halter and let her top drop to her waist. She would keep an eye out and if it looked like one of the bartenders saw her, she would quickly tie it back up.
