I have been on 7 cruises through 5 or 6 different airports and have never locked my luggage, just do not put anything of real value in them, carry your camera, video cam., jewelry with you. for that fact I would not even take good jewelry on a cruise no need for it!!

I take my good jewelry for formal nights and just keep it locked in the safe in your room. Some airports such as the small one I fly out of hand check the checked luggage. Once it is ok'd then you can put a lock on it. But if along the way it goes through another scanner somewhere and something is suspicious they could break the lock. So you might want the special lock like Oreo mentions. I personally haven't locked my luggage in a long time. I just hand carry any valuables.
