I moved this thread to the correct section. As to the question - "small quantity" of non-alcoholic beverages are allowed, which includes bottled water. There is no definition of what "small quantity" is, but I'd suggest that showing up with a twelve-pack per person is okay, but showing up with two or three cases is not okay.
