They have completed implementaion of service aboard all 22 ships is what they say. I only use mine the first day to let my parents know I made it safely onboard while we are still at dock. I've never used their service or know the prices. I'm sure many people have and know as there are a multitude of these topics here.

I had use my cellphone on Carnival destiny,
Is like using it on your home, no problem at all you will always get signal "At sea" is way cheaper thay the ship phone in my case, as I remember, was like 2 dollars per minute maybe a little more but the ships phone cost $ 7 dollars a minute so is a good choice for emergency or something like that, but not for a daily normal use...

Cas is right. Its cheaper than the ship to shore phone calls BUT it is by no means as cheap as using it at home. You would have to look up your cell carrier's rates but most of the major cell carriers charge an international roaming rate for use on board. If you look here you can see which ships (on all lines) that it is offered on and you can look under "roaming Partners" to see if your cellular provider is included and their rates.
