Agencies have no control over the per person rules of the cruiselines. The pricing regulations are set by the lines. Carnival has the most consistantly reduced fare, at least for Cat 1A cabins. Typically 1.5 times double occ rate and sometimes lower. But on some sailings even the reduced rate is not available.
There is no agency or cruiseline that charges the double rate for a single passenger except on rare occasions and sailings. These are limited to sailings where they cannot for one reason or another fill the ship. Sailing to Galapagos islands (they have limits on the # of people allowed to visit) for instance. So on these sailings there is no difference in single or double rates.
