Plenty of people have walkie talkies on the ship. If they are the higher power type they should work pretty well. Just make sure they have the privacy code feature so you don't have to listen to everyone else.
If you are travelling with school age kids, you may want to confiscate their phones before you get on the ship. Every cruise that I have been on lately, I see youngsters just chatting away to whoever. My wife and I were eating on the lido deck and we noticed a youth of around 12 or 13 who talked nonstop on his cell phone for well over an hour. There goes his allowance until 2008.

That's a good tip, even though I don't have kids (not even married - 24 years old)...I don't think I would have even thought to take away my kids phones, but, again, that's probably because I don't have any kids yet.
