If it is a certified copy, and has a raised seal, you should be fine. I would definitely secure a passport as soon as you can, it makes everything much easier.
It kind of depends on when you sail. As it sounds, you might want to go to the county offices to see if you can get the certified copy.
Passports take some time but I did hear of an abbreviated process for a few more bucks.
This year you can still travel on a birth certificate by sea, but if you were to get stranded for some reason, you will have difficulty since all international flights require passports.
I agree with Penny wholeheartedly!! Get a passport...easy...no muss...no fuss...not expensive and it's stops all the hassle. I can only imagine what I would have done if I would have been denied cruise boarding because of my birth certificate!!
Technically you can sail with a BC but flying internationally requires a passport so it makes the best sense to get the passport in case one misses a sailing in a foreign port etc.
This all changes in January 2008 when all international travel requires a passport.

Thanks for the update Chef Ken I didn’t know you can use it at cruise lines and believe me is good news I was planning to take a 5 days cruise with my nephew and he does not have passport so I will have that option now because it’s getting difficult to get one in time…
