On formal dining nights do men really have to wear a suit/jacket. Would a nice shirt and tie work?

Your choise of clothes is your own preference.
However, it depends whether you know your protocols or are just a slob.

On formal nights, wear a suit and a tie. If you don't like the idea of dressing up, then chow down in the buffet where it's dress as you want to dress.

I have seen people on formal nights, wear nice dockers and a shirt and no one thinks any less of them, or says anything to them..

Your paying $$$ for your cruise, wear whatever you want.!
