Has anyone out there ever cruised on Deck one on one of the Carnival smaller ships (Destiny in particular). I am looking into booking an inside room for a friend and her family who have never cruised before and was wondering if it is a rough ride that low. (They are on a budget, otherwise I would suggest upgrading to a higher floor!)

I have been on the Riviera deck many times and found it to be just fine. The Destiny isn't that small of ship. If you have the option to book in an inside "Guarantee" instead of "assigned" then your friend might get upgraded to a higher deck. No guarantee. But the bottom deck is still fine.
I too have been on the Riviera deck a few times and have found it just fine. Like Cruise Fanatic said, there is always a chance they will be "updecked". I've booked the lowest deck many times on a "Guarantee" and have been "updecked". That's my terminology for being moved to a higher deck with the exact same cabin type.
It is funny in a way to read someone saying the Destiny is a smaller ship. When I first sailed on her, she was the largest cruise ship ever built.
True, I guess Destiny is not THAT small, it's just that I have been on some of the Really big ones, so in comparison, it is small :-)
I was on deck 3 of a small Celebrity ship a few years ago and it was pretty rough--but I was in the very front of the ship in an outside room. I think we felt every wave that crashed on the bow!
I know what you mean about that. I was in a port hole cabin on the Celebration and thought my head was going to hit the ceiling during rough seas. Of course that was was a 47,000 ton ship though. Actually the Riviera deck on the Destiny should be pretty stable, especially near mid-ship during normal sea conditions.
I have been on the rivera deck on a smaller ship before. Personally, I didn't feel as much motion on the rivera deck as I have felt each time I have been on the empress deck. Our room was about two thirds back on the ship.
