What it means is any alcohol ordered through Carnival for stateroom delivery is held until in international waters, and the bar menu is limited until you reach the Gulf. They will still have the DOD, beer, cocktails, wine, but only brands and drink sizes allowed by the Alabama ABC Board. You also have to pay Alabama sales tax.
Alabama is broke, so they have to gain revenue wherever they can It isn't too bad, you're out in international waters quickly, so you're only paying tax while you enjoy a few in port.
