If you are leaving from New Orleans and returning to New Orleans it is considered a closed loop cruise.

It is a quirky rule. If, for example, your cruise left New Orleans but it was also repositioning the ship to Mobile and your cruise ended in Mobile, you'd have to have passports.

The rule is "quirky" at best. All the more reason to;

GET A PASSPORT!

It appears to me that we might be traveling via a ferry/boat to an Island outside the US Virgin Islands and will need our passports to re-enter

If you leave the USVI to go to nearby Tortola, BVI, you will need passports.
