Nice to hear from you again. As noted in the link Penny gave you, your cruise is closed-loop so the birth certificate/photo ID will work for you. Of course we still encourage everyone to get a passport.
Look here for passport fees. For a new passport book it is $100 total. They are good for 10 years, so it you look at the fee that way it's just $10 per year for the best ID you can have.
yes only birth certificates. Makes you wonder why 2 years ago they said we all had to have a pasport and now back to the same old way. after all the hassle people went throgh.they didnt have to. thats the gov for ya
Just remember that the passport exemption is ONLY for closed-loop voyages, and should you need to fly home before the cruise ends you are facing hassles. You know, when you fly international these days you have to swipe your passport through a card reader at the airport kiosk or with the desk in order to get a boarding pass. Even when you check-in at home the airline asks for a passport number before allowing boarding passes to be printed.
Not having a passport is simply not a wise decision.

Yes, that is Closed Loop. Now remember if you need to fly home from Cozumel or any foreign port you'll need a Passport. I just want to make sure you understand that.
