I have booked my parents on a surprise cruise aboard Carnival Victory for their wedding anniversary in November. The cabin (7416) is category 8B cabin on Empress deck. There is a vacant cabin right next to it (7422) that is a category 9A cabin. What's the difference between these two categories?

Probably placement on the ship. Higher category ratings are given for cabins located amidships, and since the cruise line has to draw the line somewhere, sometimes it seems arbitrary.
Did you book the 9A room next to them I went and looked at those cabins in june 2004 before we disembarked as I wanted to see what they look like, the balcony is great you can have a party with 20 people or more on it, it is to die for balcony space, if you have that cabin you are pretty lucky and if they are next door you can open up the divider and have even more space happy cruis'n Fran
