I was on the Century in August, so I can't speak about the Infinity. I did not see anything on board about cellphone charges--I think you should contact your cell phone provider and request international services for minutes, one billing period or the duration of your trip. Alternatively, you could check into using phone cards but you will probably have a huge roaming charge from your cell phone provider. As for the internet, my ship had internet packages for purchase. There were internet connections in the staterooms for personal computers, and my ship had an internet cafe. The packages range from $30 to $100 for certain amount of minutes; the larger the package, the smaller the rate per minute. I bought 128 minutes for $60 ($0.48 per minute)on the ship but the connection was slow and ate up my minutes. When you are in port, you migt easily find an internet cafe for less expensive rates.
