I would hope he turned them in. I for one am a little sick of smokers rights. I geuss us non-smokers should scream more about our rights to clean smoke free air......

Since the room steward is the one who would have to spend the extra time cleaning the cabin, I expect they would report the passengers, particularly if they got part of that extra fee.
