Arriving Monaco by Cruise Ship

When arriving in Monaco by cruise ship, I do not want to take the escalator up and down to the town for bus tours; are taxis or car/driver allowed to come to the Monaco port to pickup passengars? We would like to go up to the town by roadway, bypassing the escalators, if possible and then do our own sightseeing.

Umm, it is an easy walk from the harbor and then up to the palace, or across to the casino, or anywhere that you want to go. You will find Monaco very easy to traverse.
