Well, assuming your ship is on time I would say its impossible. You would need to make the 10:07 train which would get you into Monte Carlo at about 11:20. Than, you would need a very very fast taxi. But, its not that simple. Your ship cannot dock in Cannes because its a tender port. Given the nature of tender operations, and the way most ships crowd the early tenders with their own tours (I think this policy sucks) its not going to happen. If it makes you feel any better, my wife and I are not big fans of Monte Carlo (there are many better places in this region of France) and the changing of the guard, although fun, would not be listed as one of the highlights of the region.
