We will be taking a cruise in and out of Civitivecchia in September and will be both arriving and departing from the port in a hire car - we'd prefer to hire from Hertz or Avis and would like to know which office is closest to the terminal or if either of them have shuttle buses.

I do not remember seeing either a Hertz or Avis office while we were there. That does not mean there wasn't one however. Have you looked at their websites, I know Avis lists their locations, I'm certain hertz would also.

There are Hertz, Avis, and Europcar locations in Civitavecchia, but none are right at the port. In the past few years we have been unable to get deliveries at the port because Europcar (that is who we normally use) tells us that the increased security prohibits them from operating inside the port (not totally sure this is true). We simply take the free port shuttle bus from ship to the port entrance, and from there, we can walk to Europcar. I believe all the majors are within walking distance, but you would have to check the location details. In the case of Europcar, they will not shuttle anyone to the port although they will call a taxi (they will try to rip you off for at least 20 Euros). With companies like Hertz, you can usually get very good info by simply calling their toll-free number. They can contact their local franchiser and get you details. If you do find that Hertz or Avis has service to the port, please post that info here since we might take advantage. By the way, the reason we book Europcar is that on longer term rentals (over a few days) they are quite a bit cheaper than Hertz or Avis. There are two sister companies (AutoEurope and Kemwell) who serve as consolidators for Europcar and can get great rates. As an example, we recently picked up a car at Civitavecchia and dropped it 10 days later at FCO. Our total cost was about $600 which included full insurance with a zero deductable (good idea in Italy). Remember, most of the major credit cards that give you free CDW insurance, specifically exclude Italy.
Thank you for that information, Hank, I will follow that up - we hadn't considered Europcar, but judging by the price you paid, it would be worth investigation. If I have any further information about shuttle buses, I'll post it.
