If you are going to North Cape /honningsvaag

i would hire a taxi ahead of time
& get a group from your Roll call (if you find one)
for 7 people the rate was about 1900 NOK for 3 hrs (1 hr there 1 hr back & 1 hr at the North cape) We used taxi@nordkapptaxi.no
You have to pay to get in to the site but a lot cheaper than the ship

I just took HOHO bus,,very easy,,and cheaper,,$33.00,,,for all day,,,got to see all I wanted and paid for a few places,,,but a real bargain....could get off at port,,,rest,eat lunch,,and take off again....I looked up each city on web...checked for HOHO bus,,,and no hassle....much easier than taxi,cheaper than ship tour,,and less confusing than bus on own.
