It is true that most of the taxis are looking for a full-day hire..and hence do not want to take a local run. However, there are always a few taxis that plan to stay in town and will do the short haul. You just need to be a little assertive when you get to the taxi cue at the end of the pier. There is usually an Italian man there who tries to organize the taxis and you just have to keep reminding him (and the other drivers) that you need to go to the "stazione." We have never waited more than 10 min to get a taxi and we have been there many many times. As to return taxis, there are usually a few taxis outside the Livorno station and they have no problem taking you back to the ship. However, it is possible that if many on the train are grabbing taxis they can run out. So if you are in a hurry, its good to be off the train and out of the station pretty fast since its first come first serve. As to the shuttles, not all the ships even have those shuttles and they do cost $5 per person. And they do not get you to the station,,,its still a 15 min walk or you would still need to find a taxi. If you do take a shuttle bus they will tell you when, and if, they have return shuttles.
