Here is the Carnival policy for getting cash advances aboard their ships.

I also wanted to add that the Casino will charge cash advances to your Sail & Sign account at a rate of 3%. Which is less than the 5.5% rate using their Global Cash Access method. These charges will be billed as a purchase rather than a cash advance to one's credit card if the Sail & Sign account is secured with a credit card.
