post excursion for luaggage hold

If you have a late nightflight out, I hear you can take a post excursion tour with norwegian cruiseline and they will hold your luggage. will not know my flt time until 3 week prior to sailing, so if I have a late night flight or mid afternoon flt and I still want to go sight eeing until my flt, where can you safely store your luggage? I am a first time cruiser. Thanks for your help
