For your itinerary you can get by with an original birth certificate (or certified copy issued by an official or agency) and an officially issued photo ID (license, state issued ID, federal ID for federal employees, etc.).
As rusty/matt notes, the passport rule for cruises from the U.S. to the Caribbean basin is currently scheduled to go into effect on January 1, 2008.
Just to make sure, since this is a cruise site, we all assume that the cruise you are taking sails from a US Port or US territory like San Juan and returns to a US Port or US Territory. Then you do not need a passport, as the requirement is that if you arrive or depart that country via air, you must have a passport, or right now, proof that you have applied for a passport. If you arrive by sea or rail or car, you don't need a passport yet, just the proper identification or other documents.
Please keep in mind that if you are flying into or out of a country that is not a US territory, you will need a passport. If it is in the Caribbean, Canada or Mexico, you now need only a proof that you have applied for a passport(this is a temporary measure).
I hope this doesn't confuse anyone,but everyone should understand clearly what is required. Or you won't be able to enjoy a much anticipated vacation.
Good point, culater. I am a US citizen, and my cruise next month leaves from Amsterdam. Indeed, I need a passport, just as I always had. I agree this is a source of confusion.
One of my fellow passengers has just received his passport renewal in the nick of time -- a situation I know is familiar to you. Please let us know when your wife's renewed passport arrives.
Get the passport if you can anyway in case something happens and you or your family have to fly somewhere, such as back to the states (emergency) or to the next port to catch up with the ship (missed the ship)

Yes, if you had some sort of medical or other emergency it would be a big enough mess by it's self. At least apply for it os you have that proof to carry with you. If it were me I would pay the extra fee to get it sooner.
