SanDee, when our son was little (mid-1990s), cruise lines charged only port charges for pax younger than 2 years old. (Or was it 2 years old or younger? I forget...) In any case, I still remember our first cruise when our son had to pay the third person rate -- it was our first time in an inside cabin, whereas we'd always had ocean views in the past. I don't know why most lines started charging an infant the same amount as an adult third passenger. Greed? Request of other pax? Who knows? I've heard a theory about lifeboat capacity, but that makes no sense to me as a child that young takes up little additional space (in many cases, just a lap) and won't even be taking a lifevest away from an adult passenger. I agree there should be no charge, or just a very minimal one, beyond port charges and tips.
