I know most airlines allow you to check 2 bags per person (I know if they are over a certain size or weight they charge you) but do they allow extra bags and if so, do you know what the charge usually is? My husband wants to bring his scuba stuff (mask, fins, boots, snorkel.....NO TANK) and I think we may need an extra suit case for this.

There is a fee for extra bags and it varies depending on the air carrier. Check the website of the airline you will be flying - the info can usually be found there.
