Its not mandatory yet January 2008 it will be. But for the ease of having one it will be worth it. If you apply now I do not see a problem to have it by July. If you want go expidited service max 4 week wait. It does cost a substantial amount more ( I paid 185 dollars) but knowing it will be in your hands fast makes it worth it in my book.

Good luck they are swamped and even expidited services are taking longer than normal.
