Yes, actually they do! They do work at a fast pace - I had a similar experience on our cruise last month! Written guidelines from Disney Cruise Line indicates their handlers expect $1.50 per bag. Don't know if that's the industry average now - if so, I've been a cheapskate in the past!
Most baggage handlers do expect a tip. Most people I talk to as well as myself have said they tip a $1.00 a bag. I have only had a baggage handler ask me for a tip once. I guess I wasn't reaching in my pocket fast enough LOL.
On Carnival we tip $1 per bag, then add $2. Don't know why, just where we ended up on tipping. One time we had trouble getting the tip in the porter's hands, since then we hand them the tip money, while they're asking us questions to make sure we're in the right place. They seem happy to tuck it in their pocket and get on with business!
