Mary, what ship are you on? Many of the cruise lines have stopped making juice etc. available during the day. You will not need to buy a drink card for those items depending on what line you are on.
Usually the room steward fills your ice bucket. If you need more ice you just request it from the steward. I have not seen any public ice machines as in a hotel. The beverage counters in the buffet areas have ice dispensers but you would not be able to fill a cooler.
The last cruise we were on (Princess) had juice available during breakfast. After that it was strickly tap water (bottled water has a fee) hot and cold tea, and coffee. Carnival did have lemonade. We would always have room service in the morning and request 8 glasses of juice. We would then store them in the refrigerator. The juice glasses were 4 oz the right amount to mix something in.
You might also want to pack (or pick up in your first port), a plastic drinking cup/glass. All you will get at the buffet lines are the 6 oz glasses - - hard to keep filled when sitting around the pool.
