It depends on what you want to do. If you plan to get in the water then your tolerance for temperature comes into play. Ocean temperatures in that area can be a bit cool in the winter. There is no "best" time that fits everyone.

Dave, said it well. It depends on the activities you enjoy. The best time for me would be between Easter and school getting out. Or in late October/early November past the prime part of hurricane season. Not many kids, and the water is usually warm enough to snorkel.

Any time that a cruise is available. I find it odd that people are not willing to book a cruise because of a potential for hurricanes, but, the same people will board the ship and lose an equivalent amount of money gambling in the casino. Apparently, one risk is great than another.

It has just proven to be a hassle and a source of worry for me. I still go during hurricane season, just not the most active weeks any more.

Really depends on where you are going but November and March are exceptionaly smooth months for the Southern Caribbean. January & February are usually smoother for Gulf & Western Caribbean, where March can be pretty rough. No real science to it, just personal experiences so far.
