Back in 1977 or 78 (I forget) my squadron was at Roosevelt Roads Naval Station in Puerto Rico for a deployment. We got a weekend off and the base had a C-1 cargo plane that continually flew back and forth to St. Croix. Three of us flew over, rented a car, got a room, and spent the weekend on St. Croix. We went all over and spent the first night at a concert of local and Caribbean music stars, then did the beach scene, eating at local joints (the best food). It was a lot of fun.
I remember the refinery too, although at the time I think Shell ran it. Maybe not.
